போற்று பவர்க்கும் பொருள்.

Modern interpretation

A fort matters both to those who go out to face danger and to those who need a safe place to withstand it. An emergency operations center can support rescue teams outside while sheltering people inside.

காடும் உடைய தரண்.

Modern interpretation

A strong fort needs clear water, open ground, high terrain, and cool natural cover. A disaster shelter is more dependable when it has clean water, room to move, higher ground, and protection from heat.

Modern interpretation

A fort should be hard to capture, stocked with provisions, and arranged so those inside can hold their position. A shelter prepared for a long emergency needs food, water, and a layout that lets people protect and support one another.

Modern interpretation

Even the strongest structure is useless if the people responsible for it cannot act well. Resources and good planning need capable people to turn them into protection and results. For example, a school may have excellent buildings and technology, but it will not help students if its staff cannot organize lessons and respond to problems effectively.
